There is a way to make visible what you would rather not see. It’s called scientific cartography, and Italian researchers from the Jean Monnet Center of Excellence on the Just Transition from Fossil Fuels and the International Climate Change, Territories, Diversity Group at the University of Padua have provided an example. The scientific journal Plos One<\/em><\/strong> has published the first comprehensive geographic atlas of oil and gas activities in theArctic-a<\/a><\/strong> work that in a matter of hours has gone around the world, bouncing off major international science outreach channels. <\/p>\n\n

It is an unprecedented spatial representation of what is happening-and what is about to happen-in one of the most fragile and at the same time most contested regions on the planet.<\/p>\n\n

The Burning Arctic<\/strong><\/h3>\n\n

Before even reading the study’s data, the physical context in which the story takes place should be kept in mind. The Arctic warms at a rate four times faster than the global average<\/strong>. This is a fact measured by satellites and weather stations and confirmed by decades of observations. Ice retreats, permafrost gives way, migration routes change. And just as the region is being transformed at an accelerated rate, the fossil industry is advancing.This is the paradox that the research puts at the heart of the analysis: the more warming opens up new spaces for extraction, the more extraction fuels warming. A vicious cycle.<\/p>\n\n

The research maps the distribution of fossil licenses and infrastructure in the Arctic using open-access geospatial data from five countries<\/strong>: the United States (Alaska), Canada, Greenland, Norway, and Russia. Through a geovisualization and GIS analysis approach, the atlas renders with unprecedented accuracy how these activities overlap with ecologically sensitive areas and indigenous peoples’ territories. <\/p>\n\n

Its methodological strength is precisely this: it does not simply list wells and pipelines, but cross-references them with maps of protected areas, habitats of endangered species, and territories recognized to native peoples. The result is an integrated reading-geographical, ecological and social together-that gives political meaning to technical data. <\/p>\n\n

The scary numbers<\/strong><\/h3>\n\n

A portion of Arctic territory the size of Spain is constrained by mining licenses. The network of wells and pipelines across it fragments critical habitats and cuts across the migratory routes of iconic species such as polar bears and caribou. More than 13 percent of this area coincides with the ranges of the three key species considered in the study-those already mentioned and the yellow-billed loon-while more than 7 percent overlaps with areas officially protected by law. <\/p>\n\n

But it is the social dimension that hits even harder. About three-quarters of the entire area subject to mining concessions falls directly on the lands of indigenous peoples. In addition to the environmental threat, there is direct pressure on the identity, subsistence economies and territorial sovereignty of communities that have inhabited those places for millennia. The areas of highest concern are particularly concentrated in Alaska’s North Slope and Russia’s Yamal Peninsula-areas where mining density is highest and the overlap with indigenous territories sharpest. <\/p>\n\n

Space justice<\/strong><\/h3>\n\n

One of the most original contributions of the research concerns the introduction of an analytical category still little used in Italian public debate: spatial justice<\/strong>. It is not enough to ask whether fossil extraction is compatible with safeguarding climate stability, a question that science has already answered with a clear no. It is also necessary to ask who suffers the consequences of fossil extraction, and where. <\/p>\n\n

The study proposes spatial justice criteria for identifying priority areas where fossil resources should remain in the ground: not only because they are incompatible with the goal of containing warming to within 1.5 degrees, but also because their extraction imposes disproportionate costs on populations that had no voice in the decision to use those fuels.<\/p>\n\n

The research also points to a serious governance gap: data availability and transparency is insufficient in many areas, with the Russian case being the most critical situation. Without reliable data there is no possibility of control, and without control the damage becomes invisible. <\/p>\n\n

A concrete proposal<\/strong><\/h3>\n\n

The research does not end with a map of the problems, but makes a specific proposal, inspired by a Latin American precedent. In Ecuador, the government had declared Yasun\u00ed National Park-one<\/strong> of the world’s most biodiverse ecosystems-an oil-free zone<\/strong>, opting to leave crude oil underground. The attempt has since run aground in domestic politics, but the principle has opened a global debate that is bound to last<\/strong>. <\/p>\n\n

Researchers now propose applying that same logic to the Arctic: establishing a fossil fuel nonproliferation zone that would end extractive expansion in one of the planet’s most vulnerable areas. This is not a utopia, but a technical-political proposal that hooks up with initiatives already underway, such as the Fossil Fuel Non-Proliferation Treaty, which has growing memberships among governments, regions and municipalities around the world. The atlas, in this sense, is not only a descriptive tool: it is also a scientific argument in support of a specific choice. <\/p>\n\n

The role of Europe<\/strong><\/h3>\n\n

The timing of the publication is not coincidental. The European Union has launched a review of its Arctic strategy, expected in the latter part of 2026, and the Italian research comes right at that moment of redefinition, offering an updated scientific basis on which to build choices consistent with the continent’s climate commitments. The researchers have already sent their recommendations to the European Commission: strengthen the scientific basis for decisions, recognize and protect the rights of indigenous peoples, and take measures that limit further fossil development in the region. <\/p>\n\n

The Union has direct powers and interests in the area-through Greenland, a Danish territory, and ties with Norway-and a political responsibility that cannot be evaded. The review of the Arctic strategy is an opportunity to translate climate commitments into concrete constraints on extractive activities, rather than just general statements about sustainability. <\/p>\n","protected":false},"excerpt":{"rendered":"
