Two hundred thousand, three hundred thousand, perhaps more. The numbers of illegal labor in the Italian countryside vary depending on the source, but they all converge on one certainty: caporalato is neither a residual nor an emergency phenomenon. It is structural<\/strong>. So says the VII Agromafie e Caporalato Report of the Placido Rizzotto-Flai CGIL Observatory<\/a>, which estimates 200,000 irregular workers in the agricultural sector, equal to 30 percent of the employed workforce. A sector that generates 73.5 billion euros in value and yet cannot – or will not – do without undeclared labor. <\/p>\n\n

Keeping up the attention on the issue was the two-day Buono e Bio in Festa, which took place June 6 and 7 at the Botanical Garden in Rome<\/strong>, promoted by the Department of Agriculture, Environment and Waste Cycle of Roma Capitale, FederBio and Slow Food Italia, in collaboration with Sapienza University of Rome and Mountain Partnership-FAO. An initiative that chose not to look the other way in the aftermath of the murder of four migrant workers in Amendolara, burned alive in a car. <\/p>\n\n

A crime that stems from three shortcomings<\/h3>\n\n

Corporalism arises where the state is absent. Three fundamental deficiencies fuel it: the lack of decent housing-the 200 million in the PNRR allocated to eliminate ghettos has been only minimally spent-the absence of collective transportation to reach the fields, the lack of a legal labor placement system. In this vacuum, the corporal thrives, distortedly providing a real service: connecting supply and demand for agricultural labor. A criminal service that exists because the legal system is unable, or unwilling, to replace it. <\/p>\n\n

The law is there: it is 199 of 2016. But it is not implemented in its basic lines. It lacks, among other things, the full use of the consistency index, the tool that allows us to check the congruence between the size of a farm, its production and the labor hours required. Applying it would mean making it much more difficult to hide undeclared labor. <\/p>\n\n

The low price is paid by the weakest<\/h3>\n\n

There is a paradox at the heart of this system, also pointed out by Fabio Brescacin<\/strong>, president of NaturaS\u00ec : when the price of a food product is too low, the consumer is not paying for the food, but for the transportation and management costs of large-scale organized distribution. The real cost – made up of labor, soil, water, dignity – is passed on to those who have no voice: the laborers. And when prices go up, the gap does not narrow. The rising cost at the sale of foodstuffs has ended up widening the gap between those who pay high prices at the supermarket and those in the field who receive lower and lower remuneration. <\/p>\n\n

“To eradicate caporalato from the food production system,” Sabrina Alfonsi<\/strong>, councillor for Agriculture, Environment and Waste Cycle of the Municipality of Rome, Barbara Nappini, president of Slow Food Italy, and Maria Grazia Mammuccini<\/strong>, president of FederBio, said in a joint statement, “we need an alliance between all the forces in the field-from institutions to consumers, via producers and distributors, cooks and artisans-so that it is easier to prevent it than to act at the end of the process to repress it. There are too many negative externalities behind food, not only environmental but also social, that make the weakest pay the highest price: low-income workers and farmers. It is not acceptable for exploitation to be considered legitimate if it provides welfare.”<\/p>\n\n

Bossi-Fini produces irregularities<\/h3>\n\n

Behind caporalato there are also immigration laws that do not work. The flows decree does not respond to the real needs of the agricultural labor market, and the Bossi-Fini produces irregularity by definition: those who are undocumented are blackmailable, and those who are blackmailable work under any conditions. Today, Italian agriculture without foreign labor stops. Yet migration policies continue to ignore this reality, feeding the pool of vulnerability from which caporalato draws. <\/p>\n\n

The solution indicated by several voices during the two-day event is the regularization of those already living and working in Italy. Not as a gesture of leniency, but as a structural measure to remove workers from blackmail and restore dignity to a sector that is the backbone of Italian food. Among the most exposed categories, the Flai-CGIL report estimates more than 50,000 female workers in vulnerable and exploitative situations, often with wages below contracts, chronic precarity and limited access to social protections. <\/p>\n\n

Organic as a laboratory of transparency<\/h3>\n\n

In the“Good and Organic in Feast<\/a>” discussion, the role that organic farming can play in building fairer supply chains emerged. Not only for environmental benefits, but as a model of transparency. NaturaS\u00ec’s consumer price transparency project was cited as an advanced example: making visible how much of the final price goes to the producer, how much to the distributor, and how much to transportation. A prerequisite for engaging consumers in building more sustainable and just food systems. <\/p>\n\n

Promoting more equitable supply chains also means recognizing the fair value of food, ensuring adequate remuneration for those who produce with respect for rights and the environment. This is not a niche market issue. It is the condition for the system to work without passing the costs on to the weakest. <\/p>\n\n
