It was 9:00 a.m. on Sunday, June 14, when a 68-year-old man in San Vito al Tagliamento left his home for his usual morning run. His route took him along the dirt roads of Rosa Vecchia, next to the Tagliamento floodplain. Open countryside, tall trees, and cultivated fields\u2014a place where Sunday tranquility is usually guaranteed. <\/p>\n\n

Usually, but not on Sunday, June 14. On Sunday, June 14, a dog training session involving live fire was underway. A 49-year-old hunter, a registered member of the Sanvitese Dog Training Zone, was participating in the exercise with his pointing dog in the field. At one point, he raised his shotgun to shoot a quail flying freely in the field. But he missed the quail and hit a runner instead. The shot pattern, in fact, strayed beyond the perimeter of the training area and struck the man who had spent the early morning trying to improve his fitness, never imagining that it would suddenly worsen it. Five pellets struck him: superficial wounds to his right arm and face, but one of the pellets came dangerously close to his right eye. <\/p>\n\n

How could this have happened? According to Renato Monestier, president of Federcaccia San Vito\u2014who is also the director of the reserve and manager of the dog-hunting area\u2014the runner was hiding behind one of the towering trees that dot the area: “When the hunter was firing, the runner was hidden by a tree, which is why he wasn\u2019t seen.” An explanation that does more to alarm than to reassure. <\/p>\n\n

This is also because an initial inspection found everything to be in order. The area was marked with signs, the rules were posted at the entrance, the hunter\u2019s rifle was registered, and the training activity was authorized. Yet none of this prevented a shot from leaving the range and striking a passerby. The problem, therefore, is not illegality: the problem is the inherent structural risk in the very idea of firing a rifle in an area that is not\u2014and cannot truly be\u2014enclosed. <\/p>\n\n

Season statistics: 46 accidents, 13 bystanders struck<\/h2>\n\n

Moreover, the statistics for the 2025\u20132026 hunting season are also cause for concern. It is true that the University of Urbino, which compiles the official report on hunting accidents every year, recorded 45 incidents between September 1, 2025, and January 31, 2026, resulting in 8 deaths, down from 62 incidents and 14 deaths in the previous season. <\/p>\n\n

But it is also true that the reportby the Association of Hunting Victims<\/a> (AVC) offers a different perspective on these same phenomena. The association reports 46 incidents and highlights a disparity that the aggregate data tends to obscure: while 33 hunters were victims of their own actions or those of their colleagues, there were as many as 13 victims who were completely unrelated to hunting. Thirteen people who were not hunting, who had not chosen to expose themselves to the risk of a firearm, and who found themselves in the wrong place at the wrong time. Hikers, residents, runners. The AVC describes this figure as \u201cparticularly alarming\u201d and notes that the trend of non-hunters being involved is on the rise compared to previous seasons. <\/p>\n\n

The season is over, but the dangers remain<\/h3>\n\n

Moreover, there is a chronological detail that underscores the significance of the incident in Friuli: June 14 is not a hunting day. The hunting season in Italy traditionally opens in September and closes in January or February, depending on the species and the region. In June, the general perception is that the area should be free of firearms and related risks. Yet the ZACs operate year-round, and live-fire training is permitted even in the middle of summer. Anyone going for a run on a Sunday morning in June along the banks of the Tagliamento doesn\u2019t expect to have to worry about shotgun pellets. But the pellets can catch them off guard without warning. <\/p>\n\n

The case of San Vito al Tagliamento thus raises some concrete questions: Are the minimum distances required by law for ZACs still adequate given the intensity of land use? Are the warning systems and physical boundaries of the shooting ranges sufficient? Is it appropriate to allow shotgun shooting in areas adjacent to public roads used by runners, cyclists, and families out for a walk? <\/p>\n\n

The runner from San Vito al Tagliamento was discharged from the hospital in Pordenone without any permanent damage, even though he came very close to losing an eye. An outcome that the news reports as fortunate\u2014and indeed it is. But there is something off about using the term \u201cluck\u201d in a context where we should not have to rely on luck to ensure public safety. <\/p>\n\n
