The European Parliament has given final approval to the regulation on New Genomic Techniques<\/strong> (NGT), ratifying the agreement reached with the Council in December 2025. The plenary session in Strasbourg rejected all amendments proposed <\/strong>by the Social Democrats, the Greens, and the European Left, bringing to a close a legislative process that had lasted for years and ushering in a new era for the continent\u2019s agriculture. This new era has been greeted with enthusiasm by those who see NGTs as a tool for climate adaptation, and with deep concern by those who fear the end of food transparency and the concentration of the seed market in the hands of a few large industrial groups. <\/p>\n\n

How did it go?<\/h3>\n\n

The outcome of the vote was technically predictable: since this was a second reading, the regulation was adopted without a final vote, as all the amendments submitted had been rejected. But the complexity of the procedural mechanism did not diminish the political significance of the decision. The Social Democrats, the Greens, the European Left, the Five Star Movement, and part of the Democratic Party had come out in favor of the changes, calling for at least the traceability and labeling requirements to be preserved and for the scope of seed patents to be limited. The center-right majority held firm, and the text passed without changes. <\/p>\n\n

The rapporteur for the measure, Swedish MEP Jessica Polfj\u00e4rd of the EPP, called the outcome a \u201chistoric victory for the future of Europe and for European farmers, who now have modern breeding tools to develop crops that are more resilient and less dependent on pesticides.\u201d According to Polfj\u00e4rd, the Parliament \u201chas chosen innovation, competitiveness, and food security.\u201d Confagricoltura echoed this sentiment, calling it \u201cthe start of a new phase for European agriculture,\u201d as did Coldiretti, which supports the reform despite its longstanding opposition to traditional GMOs. <\/p>\n\n

Two Categories, One Divide<\/h3>\n\n

The new regulation introduces a distinction between two types of NGT plants. Category 1 includes plants with up to twenty genetic modifications, which are considered equivalent to those obtainable through conventional breeding techniques: for these, no risk assessment, traceability throughout the supply chain, or labeling for the end consumer will be required. Category 2 includes plants with more complex modifications and will remain subject to current GMO regulations, including authorization, traceability, and labeling. The problem is that, according to the European Commission\u2019s own estimates, approximately 94% of the NGT plants under study fall into Category 1\u2014the deregulated category. <\/p>\n\n

For Demeter Italia, the decision is unequivocally negative. \u201cToday marks a dramatic step backward for Europe: never before has the right of consumers to choose what they put on their tables been so strongly called into question. And this is happening under pressure from large multinational corporations,\u201d said Enrico Amico, president of Demeter Italia. <\/p>\n\n

Amico highlighted the direct implications for biodynamic agriculture: \u201cThis law completely paves the way for patented seeds. And this is an issue that directly concerns us: biodynamic agriculture has always valued and protected the self-production of seeds, the preservation of heirloom and local varieties, and biodiversity as a shared heritage. We will redouble our efforts in this regard.\u201d<\/p>\n\n

\u201cNow we have an even more important task,\u201d Amico added. \u201cDemeter\u2019s mission is to safeguard biodynamic agriculture, farmers, and consumers\u2014who are increasingly making informed choices to select organic and biodynamic products not only to protect their health but also to respect the ecosystem\u2014with even greater strength and determination. This chapter does not end today; on the contrary, the actions we will need to take in the near future are becoming even more crucial.\u201d <\/p>\n\n

The “No” Camp: Patents, Traceability, Organic Products<\/h3>\n\n

The most detailed criticisms of the approved text concern three key issues that supporters of the reform consider resolved, while opponents believe them to be unresolved or poorly handled.<\/p>\n\n

The first issue is that of patents. The amendments proposed by Social Democrat Christoph Clergeau \u2014S&D vice president and shadow rapporteur on NGTs\u2014aimed to limit the scope of patent protection to prevent it from extending to plants selected using conventional methods, and to reverse the burden of proof in patent infringement cases. Both amendments were rejected. \u201cWeak safeguards on patents risk strengthening the market power of a few dominant players and driving up food prices,\u201d Clergeau warned. \u201cIt is essential that the law does not turn farmers into suspects.\u201d <\/p>\n\n

The second issue concerns traceability throughout the supply chain, which is no longer mandatory for NGT-1 products. FederBio and AssoBio have denounced this decision, stating that it \u201cweakens the precautionary principle, reduces transparency for citizens and operators, and risks compromising freedom of choice throughout the entire European agri-food supply chain.\u201d The concrete concern is that without traceability, NGT-1 plants could spread and contaminate fields in both conventional and organic supply chains, shifting the costs of the contamination risk entirely onto the organic sector. <\/p>\n\n

The third issue concerns seeds. The Altragricoltura network has spoken of a \u201cdeliberate restructuring of power relations to the detriment of the rural world,\u201d denouncing how the regulation shifts the economic value of the sector toward patent holders and those with technological capital. Valentina Palmisano, a Member of the European Parliament from the Five Star Movement, was even more blunt: \u201cAfter the arms, banking, insurance, and oil and energy lobbies, right-wing parties are now choosing to simply copy and paste the demands of agribusiness as well.\u201d <\/p>\n\n

Green Party MEP Cristina Guarda raised a fundamental question about the very structure of the reform: \u201cWe are approving and relying on a strategy to solve the problems facing agriculture without knowing whether this will truly be a long-term solution.\u201d The risk, according to Guarda, is that instead of freeing farmers from their dependence on pesticides, a new dependence on multinational seed companies will be created. <\/p>\n\n

Demeter: Let’s move forward with greater determination<\/h3>\n\n

Despite its defeat in Parliament, Demeter Italia has announced that its commitment is not waning but rather intensifying. The association\u2014which represents approximately 1,000 Italian companies, including producers, processors, and distributors of biodynamic products, all affiliated with the Biodynamic Federation Demeter International\u2014will continue to work alongside its European and global partner organizations to ensure transparency throughout the supply chain and to defend the biodynamic model. <\/p>\n\n

In practical terms, there are certain things that the regulation cannot eliminate. As stipulated by the regulation itself, organic farming will not be allowed to use plants obtained through new genomic techniques. And the international network of organizations that have mobilized in recent weeks\u2014more than 60 in 18 European countries, with 600,000 signatures collected and 208,000 emails sent to lawmakers\u2014will not disband once this legislative process concludes. <\/p>\n\n

The Game That Remains Undecided<\/h3>\n\n

The regulation will enter into force twenty days after its publication in the Official Journal of the EU, but most of the provisions will not become applicable until two years later. There is therefore a window of time during which many of the unresolved issues will be addressed: starting with the issue of patents, which even the final text has not fully resolved, and which directly affects not only organic producers but also independent plant breeders and cooperatives who fear losing free access to genetic material currently available. <\/p>\n\n

Another unresolved issue is that of consumer information. If food labels for products derived from NGT-1 plants are not required to include any specific information, and if traceability throughout the supply chain is no longer mandatory, those who want to know what they\u2019re eating will have to rely on voluntary certifications\u2014such as organic and biodynamic\u2014or on alternative information systems that industry organizations are already planning to develop. <\/p>\n\n
