{"id":21560,"date":"2026-09-01T12:27:29","date_gmt":"2026-09-01T10:27:29","guid":{"rendered":"https:\/\/ultimabozza.it\/when-tourism-changes-the-rules\/"},"modified":"2026-09-01T12:30:08","modified_gmt":"2026-09-01T10:30:08","slug":"when-tourism-changes-the-rules","status":"publish","type":"post","link":"https:\/\/ultimabozza.it\/en\/when-tourism-changes-the-rules\/","title":{"rendered":"When Tourism Changes the Rules"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In <strong>Venice<\/strong>, during the summer of 2026, on certain days it was necessary to make a reservation and pay a small fee to enter the historic center. In <strong>Dubrovnik<\/strong>, Croatia, the number of visitors arriving on cruise ships is regulated to prevent an excessive concentration of people in the historic center. In Sardinia, at <strong>Pelosa Beach<\/strong>, access is limited to a set number of visitors and requires a reservation. In the Calanques National Park in France, on certain summer days, you must obtain a free permit to reach the <strong>Sugiton calanque<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">These are different measures, implemented in different places and for specific reasons. The common theme is the management of visitor flows, especially during peak periods and in areas where excessive numbers of visitors can have an impact on the environment and local services.<\/p>\n\n<h3 id=\"h-venezia-il-contributo-per-gestire-gli-arrivi\" class=\"wp-block-heading\"><strong>Venice: Funding to Manage Arrivals<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">In Venice, the pilot program ended on a positive note: on July 26, the 2026 pilot program for the access fee came to a close, having been in effect for 60 days between April and July. The system charged a fee of 5 euros for those who paid at least five days before their visit and 10 euros for those who purchased the voucher within four days of entry.<\/p>\n\n<p class=\"wp-block-paragraph\">The data released by the City are still preliminary, but they show a decline in passenger traffic on the days the measure was in effect. The daily average number of vouchers was 32.3% lower than in 2024, and in 2026 there was only one day with more than 20,000 vouchers, compared to four such days in 2024.<\/p>\n\n<p class=\"wp-block-paragraph\">The City views the fee as a tool for gathering information on visitor numbers, facilitating access planning, and encouraging better advance planning of visits. Furthermore, a portion of the funds collected is allocated toward reducing the Tari tax: after deducting administrative costs, approximately 1.77 million euros have already been allocated for this purpose.<\/p>\n\n<p class=\"wp-block-paragraph\">Initial data thus show a decrease in the daily average number of vouchers and in the highest peaks, but their overall effect on managing visitor flows remains under evaluation.<\/p>\n\n<h3 id=\"h-dubrovnik-un-limite-per-le-navi-da-crociera\" class=\"wp-block-heading\"><strong>Dubrovnik, a Limit for Cruise Ships<\/strong><\/h3>\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Dubrovnik-1024x683.jpg\" alt=\"\" class=\"wp-image-21552\" srcset=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Dubrovnik-1024x683.jpg 1024w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Dubrovnik-300x200.jpg 300w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Dubrovnik-768x512.jpg 768w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Dubrovnik-1536x1024.jpg 1536w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Dubrovnik.jpg 1920w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"wp-block-paragraph\">While in Venice the measure addresses pedestrian traffic in the historic center, in Dubrovnik the issue has primarily concerned days when multiple cruise ships arrive at the same time. The historic center, a UNESCO World Heritage Site, can find itself having to manage a very large number of visitors in just a few hours.<\/p>\n\n<p class=\"wp-block-paragraph\">As part of the \u201cRespect the City\u201d project, the city has set a limit of 4,500 daily visitors from cruise ships or from two ships at the same time. This system is accompanied by visitor monitoring and studies on the area\u2019s carrying capacity.<\/p>\n\n<p class=\"wp-block-paragraph\">The measure therefore applies to cruise ship passenger arrivals and does not constitute a general limit on the total number of visitors to the city. For Dubrovnik, this means managing the concentration of arrivals, as well as the number of people present at any given time in the historic center.<\/p>\n\n<p class=\"wp-block-paragraph\">The European Commission has included these policies among the practices that led to Dubrovnik being selected as the European Green Pioneer of Smart Tourism 2026.<\/p>\n\n<h3 id=\"h-la-pelosa-in-sardegna-si-entra-su-prenotazione\" class=\"wp-block-heading\"><strong>La Pelosa, in Sardinia: Admission by reservation only<\/strong><\/h3>\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"803\" height=\"500\" src=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Stintino-e-La-Pelosa.webp\" alt=\"\" class=\"wp-image-21553\" srcset=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Stintino-e-La-Pelosa.webp 803w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Stintino-e-La-Pelosa-300x187.webp 300w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Stintino-e-La-Pelosa-768x478.webp 768w\" sizes=\"(max-width: 803px) 100vw, 803px\" \/><\/figure>\n\n<p class=\"wp-block-paragraph\">Even a single beach may need an access management system. This is the case with Pelosa, one of Stintino\u2019s best-known beaches, where the municipality has confirmed that the reservation service for limited-capacity access will remain in place through 2026.<\/p>\n\n<p class=\"wp-block-paragraph\">Reservations for the 2026 season opened in May through the beach\u2019s dedicated system. The system allows for a maximum of 1,500 visitors per day and covers the period from May 15 to October 15.<\/p>\n\n<p class=\"wp-block-paragraph\">The measure concerns an area that, especially during the summer months, experiences heavy tourist traffic and where visitor management has become part of the policies for protecting the coastline.<\/p>\n\n<p class=\"wp-block-paragraph\">Reservations also change the way you plan your day: before heading to the beach, you need to check availability and ensure you have access. The limited capacity allows the municipality to plan visitor numbers rather than letting them be determined solely by the spontaneous influx of visitors.<\/p>\n\n<h3 id=\"h-sugiton-il-limite-serve-a-ridurre-la-pressione-sull-ambiente\" class=\"wp-block-heading\"><strong>Sugiton, the limit is intended to reduce pressure on the environment<\/strong><\/h3>\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/1280px-Sugiton_-_panoramio_1-1-1024x768.jpg\" alt=\"\" class=\"wp-image-21554\" srcset=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/1280px-Sugiton_-_panoramio_1-1-1024x768.jpg 1024w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/1280px-Sugiton_-_panoramio_1-1-300x225.jpg 300w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/1280px-Sugiton_-_panoramio_1-1-768x576.jpg 768w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/1280px-Sugiton_-_panoramio_1-1.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"wp-block-paragraph\">In other places, efforts are focused on planning and limiting visitor numbers. In the Calanques National Park, near Marseille, the reservation system applies to the Sugiton calanque and the Pierres Tomb\u00e9es area, where high visitor numbers have, over time, contributed to pressure on the soil and vegetation.<\/p>\n\n<p class=\"wp-block-paragraph\">The park has implemented a mandatory reservation system on certain summer days. Authorization is free and can be obtained through the system set up by the park.<\/p>\n\n<p class=\"wp-block-paragraph\">The principle is one of visitor quota management: on days of peak visitor pressure, the number of visitors is controlled to reduce the concentration of people in a particularly fragile area. The constant flow of people can, in fact, contribute to the deterioration of the soil and vegetation. Reservations therefore serve to reduce the pressure exerted by visitors and to make visitor numbers in the area more manageable.<\/p>\n\n<p class=\"wp-block-paragraph\">Here, there is no cost to visitors, but the access procedure has changed: visits must be scheduled in advance, and the number of people present is monitored.<\/p>\n\n<h3 id=\"h-le-isole-cies-accesso-regolato-nel-parco-nazionale\" class=\"wp-block-heading\"><strong>The C\u00edes Islands: Regulated Access in the National Park<\/strong><\/h3>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/isole-Cies-1024x576.avif\" alt=\"\" class=\"wp-image-21555\" srcset=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/isole-Cies-1024x576.avif 1024w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/isole-Cies-300x169.avif 300w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/isole-Cies-768x432.avif 768w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/isole-Cies.avif 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"wp-block-paragraph\">The same issue arises in Galicia, where visitors must obtain a permit to visit the C\u00edes Islands and the other islands in the Atlantic Islands Maritime-Terrestrial National Park during peak seasons.<\/p>\n\n<p class=\"wp-block-paragraph\">For 2026, the system provides for authorization of visits during the Easter period and from May 15 to September 15. The procedure applies to C\u00edes, Ons, S\u00e1lvora, and Cortegada, as part of the park\u2019s access management system.<\/p>\n\n<p class=\"wp-block-paragraph\">The permit is also linked to the authorized transportation systems that provide access to the islands. In this case, making a reservation therefore becomes an integral part of planning a visit to an area subject to special protection.<\/p>\n\n<p class=\"wp-block-paragraph\">Tourists must plan their visit in advance and check availability before purchasing a trip to the island. This system makes it possible to control the number of visitors and manage access in an area where visitor capacity is limited.<\/p>\n\n<h3 id=\"h-copenaghen-invece-di-vietare-si-premia\" class=\"wp-block-heading\"><strong>Copenhagen: Instead of Banning, It Rewards<\/strong><\/h3>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Copenaghen-1024x683.jpg\" alt=\"\" class=\"wp-image-21556\" srcset=\"https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Copenaghen-1024x683.jpg 1024w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Copenaghen-300x200.jpg 300w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Copenaghen-768x512.jpg 768w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Copenaghen-1536x1024.jpg 1536w, https:\/\/ultimabozza.it\/wp-content\/uploads\/2026\/09\/Copenaghen.jpg 1920w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Photo by Febiyan on Unsplash<\/figcaption><\/figure>\n\n<p class=\"wp-block-paragraph\">Copenhagen, on the other hand, has taken a different approach: using incentives to encourage certain behaviors.<\/p>\n\n<p class=\"wp-block-paragraph\">In 2026, CopenPay returned to Copenhagen\u2014a program that awards rewards to visitors who take actions considered beneficial to the city. Among the proposed activities are cycling, arriving by train, participating in harbor cleanup initiatives, and other activities organized by the program\u2019s partners.<\/p>\n\n<p class=\"wp-block-paragraph\">In exchange, depending on the initiative, participants can receive free or discounted admission, guided tours, bike rentals, coffee, and other benefits. Starting June 22, 2026, the program will be available year-round.<\/p>\n\n<p class=\"wp-block-paragraph\">Another goal is to encourage more sustainable travel habits and, through certain initiatives linked to the program, longer stays. In fact, there are special offers for visitors who choose to stay in Copenhagen for at least four nights, but this is not a general requirement for participating in CopenPay.<\/p>\n\n<p class=\"wp-block-paragraph\">The approach differs from that adopted by Venice, La Pelosa, or Sugiton: access is not directly restricted, but rather, efforts are made to guide visitor behavior through a reward system.<\/p>\n\n<h3 id=\"h-il-turismo-si-organizza\" class=\"wp-block-heading\"><strong>Tourism Is Getting Organized<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">The six case studies highlight different approaches to addressing tourism from various perspectives, all tied to a single issue that many destinations now face: concentrating thousands of visitors in the same place at the same time can put a strain on roads, transportation systems, historic districts, beaches, and ecosystems.<\/p>\n\n<p class=\"wp-block-paragraph\">The responses vary. Venice uses a fee that varies depending on when the reservation is made; Dubrovnik regulates cruise ship arrivals; La Pelosa enforces a visitor cap; Sugiton restricts access during periods when the environment is most vulnerable; the C\u00edes Islands require a permit; Copenhagen, on the other hand, is trying to incentivize certain behaviors.<\/p>\n\n<p class=\"wp-block-paragraph\">There is therefore no single solution to the problem of overtourism. Destinations are experimenting with various measures, ranging from limiting visitor numbers to offering incentives, as well as managing arrivals and collecting data on visitor numbers.<\/p>\n\n<p class=\"wp-block-paragraph\">For travelers, these measures mean one thing above all else: at some of the most popular destinations, planning a vacation now requires a little more effort.
