The pact of the fifty cities braving the extreme heat

From Paris to the Arctic, mayors launch the 50@50 network. As thermal crisis reshapes urban inequality, adaptation becomes first policy priority

Measuring traffic, energy consumption or air quality is no longer enough. Urban governments must now measure the impact of extreme heat, a phenomenon that warps the geography of inequalities and strains health systems. In response to this structural crisis, the United Nations Environment Program (UNEP) and the City of Paris launched from Nairobi on June 2, 2026,“50@50“: an international coalition established onHeat Action Day that unites more than fifty global metropolises. The initiative echoes the “Beat the Heat” campaign launched at COP30 in Belém to subject utilities to “climate stress tests” before the emergency strikes.

The name chosen for the alliance encapsulates a precise geometric formula: more than fifty urban administrations choose to network to prepare their territories for temperature peaks of 50 °C. This is a critical threshold that until a few years ago was limited exclusively to the desert areas of the Planet, but now enters permanently into the guidelines of global urban planning to overcome the logic of emergency response.

According to UNEP data, extreme heat contributes to about half a million deaths a year worldwide, a toll exacerbated by the development of complex weather phenomena such as El Niño. “The initiative helps local leaders act faster by sharing solutions that protect people and reduce inequalities,” said Inger Andersen, executive director of UNEP.

The risk map: the cases of Antalya and Athens

In Antalya, on the Turkish Riviera, a European Union-funded pilot project(CLIMAAX-MUHIR) cross-referenced satellite data with demographic data. The study showed that the areas of highest thermal risk coincide with the areas most densely inhabited by 56 percent of the population. An overlap that allows reflective asphalt, shaded areas and health support to be targeted where they are needed most.

A similar approach drives Athens, which maps social exposure to heat through an Urban Atlas. The Greek capital is redeveloping Elaionas, one of its most fragile neighborhoods, with a 215,000-square-meter metropolitan park by tracking tree planting on the digital platform Athens Trees.

The clearest political signal, however, comes not from the Mediterranean but from Finland. Prominent among the participating cities is Oulu, close to the Arctic Circle. After abnormal heat waves with weeks in the 30s, the city has discovered the vulnerability of schools, kindergartens and homes designed solely to retain heat and withstand the rigors of winter, not fend off the summer heatwave. Heat islands now spare no one.

Paris has already completed a 50°C indoor simulation and will now extend the test protocol to a dozen other cities in the network, supported by C40, the global network of mayors for climate. As the first citizen of Paris, Emmanuel Grégoire, pointed out, “Cities must act together to predict extreme heat. Cooperation is our most powerful tool.”
